Maybe they like that person and that's their only way they know how to show it. Or It might be jealousy over an object that they posses or a person they know. In any case that's what usually sparks another individual to annoy someone like that on purpose.

Some people just like to be mean, some do it to get attention, others are plain evil.

Habits are hard to break. Because it's a habit it happens without us even realizing it. It takes time to break habits. They say about three weeks if it is really ingrained. So it takes real effort to stop doing some actions. In the mean time we just drive the person nuts.
