In the evening, just before the sun sets. The evening dew will keep your lawn from drying out and scorching. In the early morning, you can rake down your lawn and allow that dew to be utilized. If you notice that your lawn has little or no dew in the morning, it's time to give it a watering. 10 min per section should be a sufficient watering to keep it green. In hot months of the year, you should allow your lawn to be long, it will keep too much moisture from escaping from the ground.

Season? when the grass is growing
time of day? after morning dew has dried
length of grass? most lawn grasses should be left 3-4 inches long to shade the roots so cut no more than 1/3 of the blade off at any one time.

About 9am, so you won't wake too many of the neighbors. The you can water after you mow with out burning the lawn, to start the healing process. Then you still have a full day ahead to do what you would like.

EEEWWW!! DON"T CUT YOUR GRASS IN THE MORNING!!! At night is the best time to do it. If you do it in the morning, your grass will burn all day. Water and cut your grass at night...before sundown. Gives the plant cells all night to get healed and hydrated so they are better prepared for tommorrow morning. The best time to technically cut it is when it is 4" long. But it is untimately up to you.

my hubby says don't cut when the sun is out, but when it gets cooler at night it makes it OK anyway.
Oh and usually when the neighbor does so they don't look more respectable then you. Make them keep up with you.

Anytime that suits you unless you live next door to me and then it is restricted to between 10 AM and 4 PM. You are not to interrupt my day with your chores.
