I have some silver certificates that I may want to sell. I see conditions listed and buying prices, but I cannot find how to determine the "official" condition of my paper money.

You can get a pretty good estimate using the guidlines at

but an "official" rating can only be given by a professional.

You might need to go to a pawn shop or somewhere that they'd have an expert in the field where they can value it for you. I'm sure if you go down to your local pawn shop they could point you in the right direction.
