Yes it is possible. Simply write your HTML code in notepad and save the file with a html extension.
There are HTML editors that you can download from www.download.com that make the process painless. However, keep in mind this would all be offline, as in the page you create will only be accessible locally.

Eh? You likely know an editor! Like, say Notepad. Or write a Word document and File--> Save as HTML. Or use Frontpage. Or there's WeBuilder. Or hundreds of other HTML editors...
Link to it from an Online website? Now, *that'd* be a tricky matter!

im not sure about tweeking firefox, because refresh always works for me, what about if you go to the properties of the file and get the "location" and then paste it into the address bar each time, this would work as the location would remain the same, it would be a proper pain to do it that way though. Let me know if this works and I will have a think.

Of course, just use notepad. but you will need an internet browser to look at it. Also unless you have bought the domain, any webpage you make is offline. its only seen on your computer, not on anyone elses.

File menu, Save As..., OK
Just remember where u saved it.
