With Woodrow Wilson getting elected, obviously it was not a Republican victory. Roosevelt ran as an independent and took support from Taft and did not throw his support behind Wilson. Since Roosevelt ran as a progressive, it's not b, so it is c.

I'd go with C. Roosevelt attempted to make a come back after being dissatisfied with the performance of his hand picked successor, Taft. Ultimately Wilson, a democrat, won the election in part because the republicans were largely split between Taft and Roosevelt.
