what if the city in california is a border city meaning thats its within 25 miles of stateline?

You have to have a contractors license for the state the job site is located in.

Why not just take a Cali contractors test and get a cali contractors lic too.

No you may not.
Under California law, you must have a state contractor's license unless you are working under a subcontract to a general contractor. Also that subcontract would have to be executed in California if the jobsite was there.
As a sub, you would be required to provide your own WC, general liability, etc.

hmmm-I guess you need to look at California regulations about that. To me its no different than you got prescription in Nevada and you took it to California to get it filled. Most likely the pharmacist needs to have a California license.
