Bullfrogs often spend 2 or 3 years in the tadpole stage and are not sexually mature until they're 4-5 years old .

Adult Bullfrogs usually gather at breeding ponds in early summer and males call out loudly to attract females and chase away rival males. For about a month, they remain silent waiting for optimum conditions to begin courtship, and the majority of mating rituals take place at night. Maybe your frog isn't mature enough to begin calling females and since he's the only male he doesn't have to fight for his territory either. Or maybe you just haven't heard it cause it's late at night or something. I'm pretty sure it has croaked though.. maybe just not too loud yet.

are you sure you actually have a male? in the spring (make sure they are getting natural light so they know what time of year it is) pick him up with your index finger and thumb, like a pincher around his middle if he is a male he'll start croaking telling you to, "get off me! i'm a guy!" a friend of mind put a female under his chin and made a low pitched humming and she laid her eyes all down the front of his shirt!, frogs are cool.

Not 100% about frogs but I know with some lizards you have to time your lighting with the change in season cuz they mate seasonally
