Yes, unless the doctorate program specifically requires a masters degree in a related field. It just depends on the school and it depends on the program.

I got my doctorate many years ago and I just started work on my masters, in a different field. A lot depends on what you are going to study and what degree you want to get. When I was younger and foolisher I didn't want to bother with the masters. Now that I am older (perchance wiser) I've given myself the opportunity to study a masters in another field, and, no, I don't want to do another doctorate.

No but some school's combine the programs so it doesn't seem like two separate degrees. Check with the universities that you're interested in and see how they work their doctorate programs.
