Corruption. Grant was a patsy of the Republican party leadership and their agenda. By the time he realized it he was near the end of his second term. He wanted to run for a third term and even though he was almost worshiped as the winning general in the Civil War his popularity was waning due to the corruption and so he decided not to run.
