Look at what people are wearing and make fun of them in my head. Grab a magazine and read it. Let the lady with three kids hanging off of her go in front of me. Start a conversation with someone.

Most important thing is to tune out the people around you that are complaining about the wait. They just make waiting more irritating. I carry a small puzzle book in my car, when I know I'm going to have to wait forever for something I take it in with me. Great for doctors offices, getting stuck at a railroad crossing. I make sure the puzzles are easy ones so they don't add to the frustration.
