Use 1-800-FREE-411(1-800-373-3411). You can use it on cell phones and land lines. You just have to listen to a short(10 seconds or so) ad before you get the number.

Call 1-800-FREE-411 all you have to do is listen to a 20 second commercial and be sure to write down the number or to memorize it you do not get an option to be transferred

Go to the neighbors and ask to borrow the phone - tell her there was a serious accident outside - then when she steps outside to see for her nosy self... dial 411 promptly and get your information... or call 1-800-FREE-411 like they mentioned above me. Anyway, they both work.

Yes. The intent is that 411 is whatever external of the mobile provider, and the cell offerings are certainly being charged for those calls. Of direction, i am sure they are making a revenue off it, too.
