You cannot get certified with out completing a teacher certification program (TCP). If you already have a bachelor's degree you can go to your local state college that offers a TCP and do the course work you missed getting while working on your bachelor's degree (I did this myself). However, many programs to teach english overseas do not require you to be a certified teacher. Japan courses that teach english to Japanese students in Japan often don't (however it is prefered).

I don't think you can get a certification without a degree in education.
