"Scam" may be too harsh of a word since it is a legitimate business. However, it is a business and you have to read the fine print:

You have to pay $89 annual membership fee.
If you default, they have direct access to your checking account and will garnish your checking account.
You won't necessarily get the best rates.

Regardless - - if you can't afford to pay for a vacation all up front, you can't afford it. Stay home, go to the museum, visit the library or have a weekend sleepover at friends.
