It would be about a 65 mile trip.
Take Route 41 to Route 1 North, to Route 322 East, to Interstate 95 North, to the Broad Street exit at the foot of the Girard Point Bridge. Stay on broad St. until you reach Chestnut St.
Turn right on Chestnut St. and when you reach S. 6th St., turn right again. the consulate is on the right side past Sansom St.

What's wrong with taking US 30 all the way to downtown? Oh, traffic lights, Amish buggies and only 2 lanes for a good portion.
I guess for the all highway route - Yahoo Maps suggests taking US 222 North to I-76 East right into downtown Philly.
