That's a grey area if I ever heard one. You have to use your best judgement taking into consideration things like:
How often does your friend like boys, is it all the time or just a special one every now and then? How many boys does she like right now, is there even anyone that you could go out with that she doesn't like or is this the only guy that she likes and she really does like him a lot? Have you tried speaking to her honestly about your feelings for each other and seeing if she just might be cool with you going after this guy in the eyes of your friendship?
Do a little research and go with your gut on that one.

Right - slow down...
You don't want to lose your best friend over this boy, do you?
Take it slow - invite your friend along with this boy somewhere so you can spend time together and get to know each other. But do not make ANY moves - don't even flirt with him in the slightest as this may upset your friend.
Later on - when you're not with your friend, if he is a 'trustworthy' person, tell him either in person or by txt that you like him - but you don't want to upset your friend, so basically you are reassuring him that, even though it doesn't appear that you 'like him', you really do.
Eventually, your friend will work out that he doesn't like them but likes you, but she will have to live with it, and fight off the jealousy for herself.

no it isn't wrong...
Talk to your best friend, make sure he doesn't like you, tell him whats going on and find out, hey, he might like you. then talk to the guy you like, tell him whats going on with you and your best friend. if he doesnt believe you, and still doesn't want to be with you, its not worth it.
hope all goes well :]

Nope, if he has no interest in her you shouldn't feel bad about going after him.
