In response to your answer, what effects would 24-30 mph winds and 35-40 mph gusts?

That's an interesting way to get in touch with me. Strong winds will cause turbulence and turbulence is a form of mixing which will help keep the temperature above freezing a little longer and by not permitting the water vapor to deposit the ice crystals forming the fog. Good luck.
