In a library, being quiet, reading, whispering, and researching would be some general social norms. Deviant acts would include a person being very loud, and generally doing the opposite to these norms.

Hmm well I used to work in a library and have some mathematics background so I will try to answer what I think you're asking. Well one idea is the percentage of people that show up with their library card? The scale could be from people who have it out before they approach the desk--the people who locate it while at the desk--up through people who actually demand to use some other form of i.d. You could also establish a norm for what they check out--books vs. videos. You could have a scale for what percentage of things they check out is fiction vs. non-fiction. Or what about a survey on how they find materials they're looking for--some are total self-starters who come into the library knowing exactly which call #'s their info will be under to the people who come in and use an electronic card catalog all the way to the people who demand that the librarians locate the information for them! Heck it could be something as simple as how many missplaced books are in one stack on average. Or how many people place books they don't want back in the proper place, lay it on a shelf to be replaced later, or return it to a "reshelving" area. If you could get volunteers you could record how well people are at replacing a book on the shelf in the place it is supposed to be! That can be very trying under a library of congress system! You could even take stats on how far before a paper is due the student actually goes to the library to try to retrieve some info--some actually don't start until they're already a week late. They're always the ones who get so angry to discover that the library closes at 5:00 on Fridays.
