There is a little subtlety here. If he is a foreign (unfriendly) spy, then it'll be шпион (shpion, originated from French "espion"), as others have said.

However, if it's your own guy, spying abroad, then Russians would call him "разведчик" (razvedchik, which is equivalent to "intelligence officer"). For example, Americans called Rudolph Abel "a Soviet spy", but Russians would call him "Советский разведчик" (Sovetskiy - razvedchik - Soviet Intelligence officer).

The reason is that the word "шпион" has some negative connotation in Russian and not applicable to a hero.
