What's the fastest way to obtain the national dex in the game?

You'll need to catch 60 different pokemon. Try catching as many as possible in the safari zone and having pokemon with two evolutions and you'll be able to get it faster. You can only get it with 60 pokemon after beating the elite 4

The only way to get it is to beat the Elite Four unless you use Gameshark or Action Reply.
