Breast development is based upon many factors, such as genetics, family history, the onset of puberty, etc. Every girl is unique and different.

I didn't start to develop boobs until I was nearly 13 years old, and now I'm 21 and my boobs are a very normal 34C.

Be patient...nature has a way of helping everything to work out in the proper time.
