Given that Latinos make up 21% of the US population, while blacks make up 13%, there probably should be! That said, there are several spanish-language stations broadcasting throughout the country (see Telemundo and Univision).

There are already spanish channels - maybe it's the cable service that your parents get, because for an extra fee, you can get a whole package that's in spanish. They had a ton in California and even here in Louisiana, so I know it's nationwide.
