try limewire it is a free, legal downloading agent. but downloading thats that dont have a lisense(pretty much everything on there) is illegal. but im sure you dont care. but the hard thing is that alot of the things on there are just viruses so look for files that are fairly big for the sims 2

haha (please dont "report" me) as i only download games to try them out and then i buy them if they are any good, you see im a game collector sort of.
1) go and google Bitcomet, download that and then install, pretty simple. if Bitcomet doesnt work google "bittorrent clients"
2)go to www.mininova.org
3)search for whatever you want, (Sims 2)
4)download the torrent and open it with the program that you have just installed in step 1)
5)now just leave your computer on until it finishes and then voila! there should be plenty more instructions included with your download.

If you have to ask, you probably wouldn't be able to make it work in the first place. Perhaps you should consider visiting a retailer and buying it, if it's that important to you.
