Yes, but you might want to do some research depending on the country you want to call. It costs more without the international calling feature. Call customer care and see what the prices are because it's pretty steep without that.

Yes you can but you have to have international calling enabled, but it would be wise to get the plan if you make more than one call or make calls that are over 10 mins.
