Well, you could practice passing and ball-handling drills indoors in an open space, or you could put a backboard on a wall in a room with less items in it and a high ceiling, or you could just go to the local community center.

are we talking about practice; i mean we're talking about practice... practice. sorry, had an AI flash back.

okay dude, most coaches love the gym rats; at least they did when i was in school so just ask your coach if you can have a key to the gym and swear on all that is holy that you won't share it with anyone and it won't turn into a party place for other kids. these days there may be more liability issues so offer to sign a waiver and if necessary have one of parents come down to supervise. heck, if your coach likes you he might stick around after practice to keep the gym open. if not, join a gym if you have the spare money or look into the YMCA or boys/ girls club of america. i would try with the school gym first though b/c you might show a coach that you're willing to put in the extra time and work needed to be the best b-ball player you can be. good luck and remember 100 free throws a night... made, minimum.

find a basketball court that has a covering so that there is no snow. Is there an elementary school nearby? Most likely there's a basketball court on the playground. Or, if you have a friend who can get you into a club (either fitness club or an apartment complex) or the YMCA.

Indoor
no dribbling drills.

Shooting.
In a high celling area, lay on your back with the ball in a shooting position in your hands. "shoot" it up towards the celling catching it as it comes back down. The aim is to be able to make the ball go straight up and down and to work on flicking your wrist to get the right spin on the ball.

Ball Handling.
Normal no dribble ball handling drills.

If you have a garage, you can do dribbling ball handling drills there.

wear golf shoes with spikes and use a red ball

or rig up the garage
better still
play in a ware house

go to a pulic school as most have basketball hoops under covered areas outside that aren't affected by ice and such

If you can afford it, get a gym membership where there's a basketball court.
