If you mean a jail cell, you simply measure it by pacing from wall to wall. If you mean a living cell, you measure its volume by how much water it displaces in a micro-pipette. If you mean a cell phone, if it hurts your ears it's too loud, and if you can't hear anything, the volume's too low or it's dead.
