Technically, it is littering. I doubt you would be stopped it that was the only thing you were doing.

They will decompose so if they go into a garden, no problem. On the sidewalk, yes I would say it is littering. Mostly, the problem is that it is like spit since it has germs from one's mouth on it. Tuberculosis and other diseases are spread from sputum so in certain areas of the country where TB is rampant it is a problem. I dont think anyone wants to see anyone ( including ball players ) spit. The Texas Rangers manger's wife told him not to do it anymore with his sunflower seeds!!!

Of course not your doing Mother Nature a favor and returning naurtal seed shells into nature. Where it can be converted into rich soil for future generations.

Depends on the state I think. I know in California the only two things you are allowed to have leave your car are water and chicken feathers(weird I know).

A cop would have to be bored out of his mind to pull you over, but yes, if he wants to he can..but to me its bio-degradable so for me its no big thing.

A cop can pull you over. Just don't spit on him.

Yes. But he would have a hard time retrieving the evidence.

I wouldn't think so - they are biodegradable. Thinks like toothpicks and peanut shells shouldn't be considered trash.
