It stems from a fairy tale called the PIED PIPPER. It is about a town called BREMMAN which had a plague of rats. The town council discussed the problem and decided to employ a piper who had recently come to town to get rid of the rats as he promised to do on condition of a certain payment. He duely got rid of the rats by playing a tune on his pipes, the rats followed him until he got them to go over a cliff. The town was saved. When the piper approached the town for the payment they refused, thinking they were safe. The piper therefore played his tune again, but this time it was the children who were led out of town. To a place of eternal lollies and playtime. The townsfolk had paid a prohibitive price for their treachery. Therefore to pay the piper is a metaphore from this fairy tale for paying an awesome and prohibitive price indeed.

Most people who pay the piper are people who don't listen to warnings. Let things go and then history catches up with them and extracts a huge price from them. When foolish people or foolish nations let things go and do not act upon warnings and misuse and abuse people and situations then they end up paying a huge prohibitive price- THEY PAY THE PIPER. It is good to heed warnings. For when you have to pay the piper whats done is done and there is no turning back or putting it back together again. Like Humptey Dumptey who sat on a wall, then HUMPTY DUMPTY had a great fall. All the king's horses and all the kings men could not put Humpty Dumpty together again. Or like Omar Khayam says.:
THE MOVING FINGER WRITES AND HAVING WRIT MOVES ON
NOT ALL THEY PIETY OR WIT CAN CALL IT BACK TO CANCELL HALF A LINE OF IT.
NOR ALL THY TEARS WASH OUT A WORD OF IT.

You are going to experience the consequences of your actions. I think this comes from an old english saying about if you're want to have a dance you have to "pay the piper" (musicians). You can't get what you want without being willing to paying the price for it!

It comes from the legend of the Pied Piper of Hamelin. In the late 13th Century this German town was infested by rats. They hired the piper to rid the town of the rats, which he did by playing on his pipe, leading them out to the river to drowned. When the town did not pay the piper, he played his pipe again, leading all of the children of town away. If you do not pay the piper you pay the consequences.

When you get your rewards and you don't pay for them.
You price will be much more than you want to pay.

i.e. Europe didn't want to go to war with Hitler so they got a treaty instead of dealing with the problem.

WWII came and that is when the piper was paid at much higher price because they didn't take care of it earlier.
