Nope. Salt water is denser than fresh water. The buoyant force experienced by an object in a fluid is directly proportional to the volume of the object and the density of the fluid it's in. The same object in denser fluid experiences a greater buoyant force. That's why people who can't swim can easily float in the Dead Sea - it's got a lot of salt in it.

no, things float better in salt water because it has a higher density
