Forget the bleach or liquid plumber mess and clean-up. If vigorous plunging doesn't work, buy or rent a toilet auger. It looks like a cane with a crank at the bottom. It is useful to loosen something stuck in the drain-trap of the toilet bowl.

A plumber is needed if that doesn't free the obstruction.

You may consider trying a different type of plunger. Since every toilet has different contours - some plungers may not seal, while others do. If that does not work, do your best to drain the toilet manually (using a disposable cup), and then try to run a plumbers snake to free the clog. Eventually, one of these methods should work. If further plumbing problems persist - call a plumber.

Bail some water out and then flush and plunge at the same time.Take the top off of the tank so you can stop the flow if it looks like an overflow is going to happen.Just lift whatever is letting the water in.
