Federal Holidays in California

I work in a small mortgage company and Im not too familiar with the government laws concerning labor. Today, february the 19th, is a federal holiday and no escrow companies, or banks are open therefore no work for us. Is there anything unlawful of this.
Is there any mandatory holiday premium pay?
I would really appreciate some feedback.

Legally, only FEDERAL government agencies are required to observe Federal holidays. Unless California has STATE laws on the issue, the banks could choose to be open as well. That said, given that everyone you do business with is closed, I see no good reason for you to be open. Most companies I have worked for offer 'Holiday pay' + hours worked if they were open on Federal holidays.
