Yes. We did it with Germany and Japan in WWII.
In our war against islamofascism, it is becoming apparent that islamic and western society will never be able to co-exist in a modern world where travel and migration are so easy. In the past, the inherent islamic principles of "convert or kill" were a non-issue,since they had very little access to the transportation necessary for mass-migration to the west.
Now and in the future, however, we face the inevitable prospect of being slowly surrounded in our own communities by islamist society, which will eventually lead to minority status for the non-islamic population. Once in the majority, the violent islamofascists will move to the forefront and suppress the so-called "moderate" muslims, as they do in every islamic society.
The only hope we have is to prevent the cult of muhammed from gaining the ability to push it's world agenda and stopping the migration of its practitioners. The only way we will ever do this is to yes - decimate the breeding ground and send them back to the tenth century.
Does this sound harsh? If you think so, stop and think for a minute what western life will look like if governed by a taliban or by the ayotollas of iran.

Sometimes you have to do unsavory things during times of war to serve the greater good!
Like Hiroshima and Nagasaki. Without the bombings the casualties were figured to be in the millions if we invaded their homeland. The Japanese were fanatical warriors that believed in a warriors code of dying in battle without surrender, and since they had never lost to an invading army before, the thought was every capable man woman or child would fight to the death. While that's not an entire civilization wiped out by the bombings, it's just gives you an idea of a justifiable reason.
What if a country was inhabited solely by Islamic extremists whom wanted the entire world to convert to Islam and sharia law, and would stop at nothing short of a total victory. Beheading and killing all whom opposed, committing atrocious acts of genocide. If they started a war and were the offensive ones and wouldn't stop until the last person, since obviously they think dying for Allah is glorious. Then yes I'd say it was justifiable!

As a general rule, No. However there could be some extenuating circumstances that could cause this to be an issue. It all depends on why and the persons world view. In Hitler's eyes, exterminating the Jewish population was for the greater good. What one person/culture sees as an atrocity another could find perfectly acceptable. It is a very hard thing to think about, and I hope we never have to.

What would give one civilization the right to determine that another civilization needed to be decimated? When we speak of war...we have to be honest, and realize that we are talking about sanctioned killing.
