starting out by taking one social risk a day. keep them small and doable at the start. they feel horrible when you first start out, but don't give up*!*

Start with simple, fairly easy situations. For example, one-on-one instead of large groups. Also, ask people about themselves, and then be a listener. You won't have to talk, and people love talking about themselves. When you hear something that represents common ground, you can share facts and stories about what you have in common. Make acquaintances without feeling you have to make friends. When you feel you've had enough of this kind of stretching, you can stop and withdraw, no problem.
The more you do this, the easier it will get. Then you can try making friends with some of your new acquaintances...spend more time. Or small groups...eventually large groups. Even take a public speaking course. Go at your own pace, and you'll be fine. You can definitely do this if you persis over time.

Don't do more than you are comfortable attempting. Maybe try to watch people who seem adept, or speak with friends who are comfortable in situations you dread.
Realize that to some extent everyone feels awkward at times. Even those who appear to look so at ease probably feel a measure of awkwardness, too.
It only takes time and varied experiences, but at some point you will probably discover that your awkwardness has lessened.
