i need to make a pinata using crepe paper....is it the same as tissue paper?

Crepe paper is a semi-see through paper that is slightly more durable than tissue paper but not as strong as regular paper. Party City, Wal Mart, and similar stores sell Crepe Paper, also known as "crepe streamers" in rolls of varying colors. Since you generally use strips for a pinata (even if you are making paper mache you use newspaper strips), then Crepe Paper strips (crepe streamers) will be more than adequate for your project. If you decide to use streamers, go to your local dollar store, they are a whole lot cheaper there. They are generally found down the party supply isles (with tablecloths and balloons) in most stores, and not in the craft department. If you want sheets of actual crepe paper, you will have to go to a place like Party City, and look near the wrapping paper to find what you are looking for.

It's a kind of paper called crepe paper. Notice the word crepe being used. A crepe is a French desert dish that is usually served in a thin pancake form. Paper however, was first invented by the Egyptians using papyrus to create sheets. Put those two together and you have a kind of paper that I just randomly looked up and decided to type random facts that don't relate to the subject.

The colored party streamers that get draped around rooms and tied to tail pipes are made out of crepe paper. It is the same paper that is used to make most pinatas. It is a little thicker than tissue paper and can purchased at any party store. I'm sure you can sub tissue paper in a pinch, but it might be harder to work with and more likely to rip.
I think Zarg might be thinking of paper mache.

it is newspaper or comix dipped in a thick flower-water mixture.
