you can try western union. they are in alot of other countries.

PayPal has some countries that are send only, some receive only, some both, some neither. There is nothing you can do to get around it. You could create a non-Romania PayPal account, but then you would have no way to get your money out once you received it. PayPal's reasons for not allowing certain countries generally have to do with legal restrictions.
You can receive through Western Union, probably.
