I'm going to make a wild guess that you are talking about Windows messenger, as that's the only one I can think of that would pop up in your face at startup. Click on Start, Settings, Control Panel, Add/Remove Programs, and when the list loads, on the left side of the screen click on Add/Remove Windows Components. It will take a minute or so for that to load, but when it does, scroll down until you find Messenger and remove the checkmark by it. Close the Control Panel and restart the computer. The messenger popup should be gone.

Open Messenger then click the Tools menu then Options. Next, go to the Preferences tab and uncheck the box that says "Run this program when Windows starts."
