No, sorry, you can't get a house in a nice area for 150K anymore. Even as recently as 3 or 4 years ago, this was possible, but prices have really gone up. You might be able to find something decent for 200K, better chance at 225-250K.
Some of the schools are good. Marana school district (on the NW side of town) is good. Catalina Foothills is really nice, but will very expensive to live in that district. I'd stay away from the south-side completely, some of Tucson Unified school districtis good, some of Amphitheater is good, stay away from Sunnyside and Flowing Wells. Vail is good too, but pretty out of the way. General rule of thumb, outer edges of town are good. North, NW, east and NE are all good for the most part, like I said stay away from the southside.
Can't really point out the big latin areas, but pretty much everywhere.
Crime isn't a big problem away from central and south Tucson, but you'll probably want to do more research on it for more details.
I lived in the NW side of town for 20 years and never had a scorpion in our house. I think generally, they're a bigger problem in new construction when they're being displaced. Other bugs, never a huge problem, I think the biggest problem we ever had was ants, and if you spray every year, they're no biggie.

Tucson is a good city- home prices here have gone up quite a bit. We have a large population and there is crime here, just like any other city. Scorpions/bugs usually are in rural areas or near the foothills. I would suggest finding a local real estate agent who would be able to point you in the right direction regarding homes/school districts
