The problem is that most low-cost and free vet clinics are geared more towards preventative care (vaccines, spays & neuters, heartworm prevention) for low-income families so they may provide the most basic healthcare for their pets.
Puppies usually cost their owners over $1,000 in their first year, in regards to medical costs alone. I agree with the other poster that you need to reconsider whether you can be financially responsible for the health of this pet.
A new puppy will sometimes not eat right because of the stress involved in being away from its mother and being in a new home. Sick puppies will also not eat, and that could be caused from intestinal parasites, a virus, or other things that can all be very serious and should be checked out and diagnosed by a vet immediately. Switching a pets food too quickly also can cause the pet to not want to eat. The shedding could be fleas, allergies, or possibly a sign of another underlying problem.
Bottom line, your puppy needs to see a vet ASAP, and your best bet at finding a low-cost one is to open your phone book, call and ask prices for an office visit.
You should look into something called Care Credit, if you qualify you can visit a participating vet and then pay for the medical treatment using a payment plan (see carecredit.com/vetmed).

If you are in the Chicago South Side area, there is a low-income vet called: Chicago Ridge Animal Welfare League 708-636-8586. Give them a call right away to schedule an appointment.
Also, have you considered investing in pet insurance? It can help keep costs down because you basically put 10-30 dollars a month into a plan that can help you with bills.

You didn't say how old your puppy is. Our beagle was only 5 weeks old when we got her because her mother wouldn't feed her anymore. The vet had me make a mixture of boiled chicken no skin mixed with some plain white rice. After a few days of this add some dry puppy food and let it soften. Do not give him canned food it will give him dihraha and that leads to dihidration. Call your local animal shelter or spca and they might know of a vet that can help you out. He needs to be checked out anyways. He needs to be dewormed. and started on his shots. If you call around most vets have a standard charge that includes a checkup and shots and worm med. don't get the garbage from a pet store or super market. It could make your puppy really sick. I live out west, but I disagree with how much a pet cost the first year, I have two female labs/visla crosses that cost about 180 dollers the first year plus food 30 a mounth most of the time since. even if you worm and detemper a dog every year and keep their rabies up to date your looking at less then a 100 dollors a vet visit. look i'm no physique yet i'd advise this if he 's sufficiently old to devour nutrition then provide him somewhat cooked liver no garlic no dairy no onions as they make a canine anemic maximum places have a humane society witch have courses for low earnings some circumstances unfastened .and while choosing a canine nutrition make advantageous its for doggies and the 1st ingredient on the checklist is beef rooster or lamb no longer corn meal or a by ability of manufactured from some variety,

good luck on finding a free vet. owning a dog is not cheap. in one year alone, i spent over $2,000 on one of my dogs because she had bad allergies. your puppy may be very sick and it will cost you money. you need tests done which will cost you. if you don't have money to spend on a puppy, you might want to reconsider owning one right now. wait till you have a little extra to be able to provide the best care you can.

You might check the local pet shops , some of the large ones have clinics . Most of the local humane society's give vaccinations .You could also check www.craigslists.com in your area .
