The Internet began as a computer network of ARPA (ARPAnet) that linked computer networks at several universities and research laboratories in the United States. I heard marijuana use leads to Internet addiction(gateway theory) so possibly a person who had a substance in their body or just a dam creative person.I'm not to sure who invented the Internet,but i know they figured out a monthly billing system;) sarcasm

the us government developed it back during the cold war for missile tracking and such, defence purposes, but they didn't have to much with it so they handed it off to a few select universitys around the US and one in finland i believe, thats were LINUX and UNIX came from, so it was college students and proffessors that did most work with it, but the US government actually invented it.
