My co-worker Tom keeps this little running water fountain thing at his desk. Should I put some soap in it so it bubbles all over and ruins his desk?

Something that sounds like a good idea at the time perhaps isn't the best thing to do. Yes, if you were caught, you would be responsible for the cost of cleaning and/or repairing if the soap clogged it up or something. This is malicious mischief and is a misdemeanor.

definitely and try to take a pic, i saw a fountain on the road once that someone had put bubbles in, it was hilarious
