Bit of a funny on this but i assume you mean downloading stuff via the internet for your phone.
Possibly the sites you are using are dial up,which basically means each time you go to that site you are charged seperately from your normal internet service provider.

Also nearly if not all service providers have limits and you get charged for exceeding the limit.
My advice is to stop what you are doing and change the way you are doing it,because there are ways that are completely free.

I have BT Broadband option 3,it costs about 25 pound a month but i get 50gigs of downloads and 8mb of download speed.
There is a site called "Zedge",you can get Video clips, wallpapers,Themes and screensavers and all for mobile phones and all free.
You can also get a file shareing program if you have'nt got one,and download what you like as long as your mobile can connect to your pc i know the program to put it to a mobile including full length movies.

So check what service your internet provider give you,and change to a more suitable package or change provider.
Use some of the tips i have given you and you will be able to do as you please with your phone? I Do.
GOOD LUCK.

Yes. It is common. Your telephone service can charge you every time you access the internet thorugh the phone whether you download anything or not. And many things you download for your phone do result in a separate charge on yoru phone bill.

That is very true. Unless you have a specific plan for downloading, you can be charged. It is very expensive too.

Yup, you're charged accoring to the size of whatever you're downloading. You're usually charged per kb (kilobyte)
