Raw: Khali, and don't bash Nick Eugene Dinsmore. He's actually fairly gifted, and trained a majority of the OVW allum that's in WWE right now. He's just stuck in a dead end gimmick that requires him to tone down his wrestling. Edge isn't talentless either, just because you don't like him doesn't mean he's talentless. God some people are just dumb marks.
Smackdown: Boogeyman, like him or not, the guy's terrible.
ECW: The Sandman. I could say Sabu, but Sabu can somewhat deliver a decent match without a weapon, it's not grade A material, but it's watchable. Rob Van Damn had his heyday when he was in ECW, he and Jerry Lynn put on matches that rivaled Steamboat v. Flair.
TNA: Everyone's really talented there, even Tomko's stepped up his game. The only finger I could point is at perhaps Kevin Nash, and he admits his suckiness in the ring, plus the man's just not in ring shape anymore.

For that Eminem vs. Cena match, if it were to ever take place, I'll take that bet.
Here are my "no talent" entries.
RAW - Ric Flair (it's the 21st century, not the 20th century anymore)
SmackDown - Joey Mercury (ambushing Matt Hardy at nearly every opportunity because of a freak accident at Armageddon is not talent, and there's a reason Mercury wasn't featured on SmackDown when Melina and Nitro first went to RAW)
ECW - Mike Knox (no explanation needed)
