depends...using magic (there is no dark or white...magic is and that is all it is) has consiquenses along with results.. most magic using peoples believe that what you do (use) comes back to three fold (3 timeswhat you send out) so we generally DO NOT use it in negative ways.
So...ask yourself...if you believe in magic enough to use it and it will come back to me.. WHY oh WHY would I want to use it againsts another?
Also, if you are asking because someone made you mad and you want revenge...90% of magic is what you believe and what others believe. If that person does TRUELY not believe in it, then you can hack all the magic in the world and have no results.
so the question is more like "can magic be used in a negative way to achieve a negative outcome?" yes, it can

Yes it does. In fact if you accept the existence of black magic, you accept the fact it works. Although it is unnecessary to separate black and white magic, since they are the same: magick. Using magick to selfish purposes can be called black magic, but it usually reflects to the spellcaster in various forms in the present or the future.

I'm sorry but there's no such thing as "black" magic. Magic is magic, and you can either use it for doing good to others or hurt others.
It's like a car. A car continues being a car. You can drive it like a responsible person or drive it as a maniac. The car however, doesn't change. Same with magic.

there is a difference in magic and magick.. magic is for the ones how put on magic shows for an audeince.. Magick is related to witchcraft, wiccan, pagan, etc..
Black magic (which is spelled magick) is also known as dark magick, dark side of magick, and dark arts of magick.
Black or dark magick are spells that harm others, in anyway. Also personal gain with knowledge of the consequences of how it will directly affect others.
"Black magick and White magick" are the same thing but is different by the type of magick and the expected outcome. The same spell that someone used for a good cause (which is commonly known as white magick) can be used for a harmful spell (black magick). the difference in the 2 are the outcome and the intent of the spell.
Magick is a tool, it is used as a tool. Magick itself is neither good nor bad. what makes it good or bad depends on how it is used. what it is used for.
But yes "black magick" does work just as "white magick" works. however many like myself who believe in the law of three rule, believes that what you put out will come back to you in 3 folds. you do something good it will come back to you good x's 3. if you do something bad it will come back to you x's 3.
