The wire twists and over time the wire insulation rips and the wire is exposed. Is it possible to double insulation wire before it rips?

Well, you could wrap it in electrical tape or heatshrink tubing. But that would just make the cable very inflexible and would probably put more stress on the AC plug inside the laptop in the long run.

I would suggest just being very careful with the adapter and not twisting it so much.

Get some electrical tape to reinforce the insulation.
