Actually, it's not a boat but a barge. The barge is used to support the big globe in the middle of the lake, and is used as a floating fireworks platform.
Nothing else is allowed on the lake during the fireworks.

No, there are no boats on the lake, with the exception of the barge, which is pretty much the stage for the Illuminations show. However, guests can rent the breathless boat and enjoy Illuminations from the Yacht and Beach Club Marina. Click here to learn more:

Here's a tip about the barge that is used during the Illuminations show...if you are in the park for the Extra Magic Hours (you must be a guest at an on-property Disney resort), you can watch the barge blow off its fuel about 10:30pm. They do that because they can't store the barge with any fuel in it. Watching that is a show in itself!

yah im with team chief on this one theres a barreg wich supports the globe but there is also a boat that goes around wich puts out the fireworks when there done igniting.

no, they stop the boats across the lake for IllumiNations. if you want, you can reserve a IllumiNations cruise to see the fireworks, but that is costly.
