There are some places where I won't be able to work it in. I thought of just spreading some around the plants.

What was this soil on top of before it was on top of your soil? Topsoil is just that, the soil on top where things do or don't grow depending on its quality. Hopefully your covering poor topsoil with better topsoil or better 'stuff'. Stuff can be in the form of compost, aged manure or mulches, preferably all three. Too much of a good thing can "freak out" any plant accustomed to poor living conditions. Some of your plants are going to love any improvement, while some will resent having their 'crowns' covered. Talk to your plants this spring and see what they have to say.

Top soil will not hurt your plants, are you thinking perhaps of manure???? That could burn your plants, but top dressing with soil will not.
