I am looking at a 96 Mazda 626, it has some rust on the top of the car where the windshield is. What does it mean when a car rust? ( I just want to make sure the car hasn't been in water) Also can you have a car primared and painted if it has rust on it?

the moisture may be getting trapped under the rubber seal around the windshield, perhaps the seal needs to be repaired. You have to remove the rust and then fill with bondo, fibreglass or metal fill, then prime and paint. Best to have a body shop have a look at it. It doesn't cost anyting to get an estimate.

I would look at another car.
It most likely has not been in water but around the windshield will cause leaks.
Once a car rusts it is impossible to eliminate it unless you do major body work to the affected area. There are a lot of band aid products but you will have to always repeat them.
Priming and painting will not rememdy the problem.

run away , that is a weird place for a car to rust, it is a tough repair , paint will be a waste of money , unless you do it with a brush.

there is a chance it could have been involved in an accident and been resprayed on the cheap do not buy it the structure could be weak
