My 94' bonneville never goes above 4,000 RPM's when in park or neutral. As soon as it reaches 4,000 RPM's it bounces between 3,800 RPM's and 4,000 RPM's. Why? Is there a way to disconnect it?

It's a safety feature. Free revving an engine, as odd as it may sound, is very hard on the parts. Disable it and you'll lose an engine quick.

I am guessin it is a V6. The rev limiter is there so you won't blow up the engine. If you run it unloaded over 4 then you risk letting a lot of bolts out of the tailpipe.
