I would yes and no .
The problem is schooling is expensive .
Jobs are difficult to get,but there are always exceptions :
President Aristide ? Apriest too over his education ,because he was from a poor background and he became a priest then the President of Haiti , and one of the richest men in Haiti

Also as most of the middle classes have left Haiti,the poorer people are beginning to fill in those positions that are now empty.
