Well, it does sound like swim bladder disease, and feeding peas is the correct treatment, however, you should first fast the fish for three days. One cause of swim bladder disease is constipation, so you need to let them get all the food out of their system before adding more. So, fast your fish for 3 days, then try the fresh boiled or thawed frozen peas with the shells removed. Mash the peas a little if necessary. Don't overfeed.
To prevent this from happening in the future, pre-soak your flake or pelleted food. This will allow expansion to occur prior to the fish eating it, and will lessen the chance of impaction. Or better, switch to a gel-based food or other food source, i.e. frozen or live food. As always, the golden rule of fish disease is waer quality. If swim bladder disease does have an infectious cause, your fish will be better able to resist this infection (and others) if your water quality is good. Periodic water changes and water testing are important.

is it floating sidways or just swimming sideways? if it floats sidways that is swimbladder but it doesn't sound like swimbladder if its swimming ok. try not feeding it a couple days if its nice n fat it won't mind.

most goldfish don't mind being touched. as proof you should check something. if you can hold your goldfish check inside his mouth for some stuck gravel -- goldfish accidentally get gravel stuck in their mouths and you would need to take it out for him. the swimming head down could be a sign of stuck gravel.

the last thing i can say is keep it clean -- if its in a bowl you should change the water every couple of days. toxins build up in water in fish bowls fast and make the fish swim funny from poisons from the toxins. it is kind of like it makes them drunk.

Sounds like swimblader problems. If you've tried fasting and it hasn't gotten any better over a week ago...

It may be possible that it was injured in transport and may need time to recover, if it does manage to recover.
