A torrent file is a file opened by a torrent client, like BitTorrent. Torrents work by one person, a seeder, providing a file, and others downloading from him. Unlike a regular server, though, you will downloading individual pieces of the file, from the seeder, as well as the the other leechers downloading. Torrents work by peers helping each other download parts of a file. You can be downloading a part of a file while you are uploading to another person. This is often slow, but it is sometimes worth it to obtain a file that you cannot download in any other way.

Torrents are a method of sharing files. They may or may not be illegal depending on the material being downloaded. If I write and publish a program under free licensing such as GNU, it is not illegal to use a torrent to download that software. If it is a copyrighted and restricted distribution such as a movie, then yes, it probably will be illegal.
Torrents make use of available bandwidth from servers that have downloaded a popular file to be downloaded. A copy is then made available on the new server and the process spreads or expands from there.
